If my 18 y/o child moves with me to France on a visitor visa and then enrolls in a French university a few months or a year later, would she need to go back to the USA and switch to a student visa, or can she do that from France? The Monthly Q&A with Allison Grant Lounes allows you to ask questions and learn about how to move to France. Q&As are free and held monthly on the first Monday of every month via zoom (and the following Monday in case of a holiday). **Note that the September 2022 Q&A will be held on the 12th.**

This week’s questions include:
❓ I am thinking about applying to a five-year course to study osteopathy. Will being a student affect my ability to be self employed?
❓ What is the amount of passive income required for retirement in France?
❓ Can a cohabiting couple be counted as a couple for the retirement amount?
❓ Regarding the 183 day rule. I am based in the US with my company as a C-Suite exec. We have formal offices in the US but nothing in France. I would like to take my family to France for less than 183 days (i.e. August – Dec-15 2022) then come back to France for less than 183 days (i.e. January 5 – May 31 2023) so my kids can experience immersion (they would be home-schooled). I do not want to domicile, or become a tax resident of France. I would ideally be managing my engineering work remotely from wherever I was on my laptop. Is this legally possible to do without becoming domiciled or a tax resident of France? As my home is in the US and I would be physically at my office in the US for more than 6mos in each calendar year would there be French tax consequences? What would the right visa be for this?
❓What if I can’t meet income requirements after the first year for Artisanal?
❓What if we renew for 5 years and then want to retire? Can we still hope to become naturalized?
❓ Can a legal extended stay in France lead to citizenship and if so, how? And how long will that take? I’m a US citizen, no EU citizen status or family members in France, only Italy
❓ How is it possible to have an address in France for the extended stay visa without knowing anyone there or without being employed by a French company or school? I’m a freelancer so I would be going totally on my own.
❓ How many months of international health insurance should we plan to have, considering that we can’t even apply for our cartes vitale until we have lived in France for 3 months?
❓ Is it risky for a retired couple to choose to rent long term, rather than dealing with the hassles of buying a property? (We have no kids.) We realize that renters’ rights are strong, but are we risking being uprooted if a landlord decides to sell, potentially facing a difficult move when we become elderly? (Do most people eventually just buy?)
❓If I have a work visa from my American employer and then stop working for them after a couple of years, do I have to go back to USA to get a new kind of visa or is it possible to transfer the work visa either to a different company or a different visa without starting over on years accrued for residency goal
❓If my 18 y/o child moves with me to France on a visitor visa and then enrolls in a French university a few months or a year later, would she need to go back to the USA and switch to a student visa, or can she do that from France?
❓If pursuing a Prof Libérale visa but coming with a family, does my husband request visitor visa and basically like point to me for where his income comes from? And how does that work if my income is only PROJECTED, based on my business plan, but not necessarily certain (yet) bc I only have letters of intent or interest? Do they take that “risk”, per se, to still give me time to make my business profitable? (If bringing a family with me with no other income)
❓ Retirees looking to relocate to France. If I have Social Security and annuity monthly income over the 1330 euros, do I still need the year’s amount in cash in an account?
❓ I am officially retiring in the USA and I want to retire in France but most likely I will be doing some form of remote work on a part time basis. Should I just get a retirement visa/profession liberal or is France moving towards a Digital Nomad type visa like other European countries?
❓ When should I start the application process if my retirement date is April, 2023?
❓ What is the timeframe for the visa application process?
❓ Initial Visa Application: The idea of filling out the online application terrifies me. I don’t know what will be required until I start, and some of the prompts are confusing. And when and where do I have an appointment? Am I invited once my application is processed? Do I need to schedule in advance? I plan to have my dossier compiled before I apply, but what happens if I am asked for something that takes weeks or months to obtain? This entire process confuses me.
❓First Visa Renewal: If I have substantial savings and retirement funds, do I still need to earn the 1.500 euros per month by the end of the first year on my Profession Liberale visa? What happens if I am short on earned income but have plenty of passive income at the time of renewal? Also, can I renew just once for four years on this visa? I want to get to the five-year residence mark with as little risk of having to return to the U.S. as possible. One last question about renewing…will the paperwork be able to reach me if I move that first year, and will it be in English? Do you need the 12-month health insurance policy BEFORE applying for the Profession Liberale visa or do you obtain this after you arrive in France?
❓ Retirees looking to relocate to France. If I have Social Security and annuity monthly income over the 1330 euros, do I still need the year’s amount in cash in an account?
❓ I am officially retiring in the USA and I want to retire in France but most likely I will be doing some form of remote work on a part time basis. Should I just get a retirement visa/profession liberal or is France moving towards a Digital Nomad type visa like other European countries?
❓When should I start the application process if my retirement date is April, 2023?
❓Can I buy a rental property in France as a retired person?
❓ How many years before I can apply for a ten year residency?
❓Would the French Consulate in the United States issue student visas for language programs at Campus-FLE ADCUEFE accredited universities for people who are not of the traditional college age (ie, in their 50s and 60s)? We plan on going just for language instruction and not another degree. Thank you.
❓ Is the minimum income required the same for working people as retirees and is the amount required gross or net income?
❓Do you have any current estimates on the healthcare cost for the policy needed for long term visa
❓ I want to bring a car over to France. How?
❓What is the easiest way for me to go to France for a long time (over one year) with a French partner? I am Canadian. We have been living in Canada, but his visa is expiring soon and we would like to try living in France
❓Can you update us on the current status of the VFS application? Does it now include the nationality of Americaine/Etats-Unis?
❓What type of Visa should we seek, we are in the process of looking for a 2nd home on France, we will not use for employment, but want flexibility to stay several months at a time, vacation home owner
❓After getting married in France (I am Canadian and my partner is French), I understand I have to apply for a long stay VISA for up to one year. Do I have to apply for this every single year? How will I be able to work on a long stay VISA?
❓Is there any way to apply for PACS while living in another country (Canada) with plans to move back to France? I am Canadian and my partner is French. Is there any other VISA I could apply for aside from a study or work VISA? (Is the working holiday visa the only option?)
❓Does it help a visa application if I previously had a carte de séjour through a marriage to a French citizen (now divorced) or should I not mention it (it was applied for under my maiden name)?
❓My business plan is for freelance writing and editing. Can I include teaching writing and/or English in my plan? Is that related enough?
❓I’m planning to apply for the professional liberale visa (for an online esl business). If the business is already in operation when I apply, does it need to show the full French minumium wage, or do I still have a year to make that amount?
